    Research and Development Cell The National Education Policy (NEP) 2020 aims to enhance the quality of research in the higher education framework. The foundation of Atma-Nirbhar Bharat (Self-reliant India) is built upon the combination of Research, Innovation, and Technology Development. Setting up a Research and Development Cell (RDC) within Higher Education Institutes will facilitate achieving the objectives of Atma-Nirbhar Bharat. It is anticipated to significantly contribute to the development of a multidisciplinary, transdisciplinary, and translational research culture, as emphasized by NEP 2020. Vision, Mission & Objectives To create a strong framework for fostering and enhancing the research environment in higher educational institutions in line with NEP 2020. Objectives –     To establish a structured organization for the RDC with defined role-based functions, develop a Research Policy for higher education institutions, identify key research areas, and form related clusters, teams, or consortia of researchers.
    • To implement supportive measures within Research Policies for recruiting research staff, acquiring necessary equipment, and managing finances, granting sufficient autonomy to Principal Investigators, and sharing research findings with stakeholders and the broader
    • To create a specific entity that supports researchers and innovators, identify possible collaborators from the industry, research entities, academic institutions, and other involved parties to foster partnerships and cooperation.
    • To serve as a connection between researchers and pertinent research funding organizations, providing assistance in the formulation and submission of project proposals, and overseeing compliance with timelines following the approval of
    • To improve collaboration among various cells or centers that are focused on University-Industry Inter-Linkage, Incubation, Innovation, Entrepreneurship Development, and Intellectual Property Rights (IPR).
    • To create an Institutional Research Information System to share details about ongoing and completed research projects or programs, as well as expertise and resources, effectively utilizing Information and Communication Technology (ICT)
    to develop a database of in-house experts for providing consultancy and services to industry.
    • To involve and utilize the expertise of retired active faculty or scientists in building research capacity among talented young individuals and to promote the movement of researchers between institutions and R&D laboratories.
    • To function as a central hub for generating and conceptualizing research themes or topics by organizing workshops and training sessions while ensuring integrity and ethical standards in research, including securing bioethical committee approvals whenever necessary.

    Roles of the committee members: Finance: RDC has the capability to aid in gathering resources and establishing a financial pool dedicated to research and development by working with government bodies, the private sector, and various funding organizations, while also managing Corporate Social Responsibility funds to support and enhance research efforts. In addition to setting up a dedicated fund solely for R&D, RDC should seek support from venture capitalists and angel investors to finance research and innovative projects. It is essential for RDC to connect with funding organizations and keep an eye on funding prospects from industry partnerships. The higher education institution may include research funding in its annual budget, depending on the availability of financial resources. The fund established for research purposes could also provide initial funding for newly hired faculty to assist in building research infrastructure, producing publications, and securing patents.     Roles of the committee members: Research Direction from the RDC aims to inspire faculty members to generate concepts through improved partnerships between industry and academia, along with crafting research proposals to secure funding from multiple organizations. Hosting initiatives such as skill development programs (Research Methodology and Research Techniques) along with targeted workshops and Research Internships is expected to engage end-users (students, scholars, and faculty) actively in the ideation process and groundbreaking research in new fields. Research Focus and Grouped Areas Research focal points within a Higher Education Institution (HEI) should be determined, highlighting societal requirements and the presence of essential resources, which include internal human resources, faculty research skills, and supporting systems. This will enable the HEI to consider establishing a Center of Excellence (CoE) in the recognized modern research domains. Research Groups and/or Regional Research Alliances initiated by the RDC aim to unite all researchers, faculty, students, scholars, and Post-Doctoral Associates for collaborative high-value (interdisciplinary and transdisciplinary) research initiatives to access both national and international funding sources. Shared resources and knowledge will facilitate the exchange of ideas and resource mobilization. • In addition, forming Regional Research Alliances provides a combined benefit for addressing challenges in interdisciplinary, transdisciplinary, and multidisciplinary fields. • Centers of Excellence can act as Incubation Centers, transforming creative concepts into processes and products supervised and evaluated by the proposed RDC. The RDC could also establish a pathway for community talent with existing skills/experience to participate in research and innovation efforts of the HEI. Research Motivation and Recognition • Motivation plays a crucial part in stimulating and fostering interest in research among scholars and faculty. Rewarding high-quality publications and patents by students and faculty will create lasting positive outcomes. • The establishment of Excellence Awards for significant achievements in impactful research and/or research-oriented teaching will further enhance and invigorate the research and innovation efforts of the HEI. • The RDC should also create a policy aimed at recognizing specific incentives for research faculty and develop a distinct Research Career pathway to strengthen the initiative “Research.” Building Capacity • The RDC will be instrumental in enhancing the capabilities of faculty and students to tackle research issues aligned with the latest advancements across different fields, broadening the horizons of knowledge through publications and contributing to technology growth related to societal demands. • This will also help the HEI attract additional research funding under established norms, improve its accreditation standings, and elevate its brand reputation. Regularly scheduled activities, such as refresher courses, workshops, training/internships, group discussions, and seminars/conferences, may be organized for capacity enhancement. • The RDC will take a leading role in establishing central R&D facilities along with the provision of related training/internships through strengthened collaborations between industry and academia, as well as preparing research proposals for funding from diverse agencies.     Roles of the committee members: • A dynamic research environment in Higher Education Institutions is intended to create significant momentum for sustainable research and innovation, facilitating collaboration among governmental bodies, universities, research organizations, and the private sector. • Higher Education Institutions must develop a lasting research framework that consistently yields high-quality research results and boosts overall productivity. • To allow Research Development Centres to function effectively, newer or less established Higher Education Institutions should create links with the Research Development Centres of already reputable and established institutions for their research needs. The Research Development Centre within each institution will serve as a hub for establishing networks and encouraging collaborative research with other national and international entities engaged in interdisciplinary, transdisciplinary, and multidisciplinary research fields. • A revamped administrative framework within Higher Education Institutions can connect with significant industry stakeholders, research entities, organizations, associations, non-governmental organizations, and governmental agencies to build strategic alliances. Institutions should initiate collaborations, form teams or consortia, establish partnerships, and engage in joint ventures for shared research projects by grouping together institutions and organizations to enable the interchange of students, researchers, and faculty. • It is essential to enhance the sharing of resources in terms of content and facilities both internally within institutions and externally among various universities, funding organizations, industries, corporations, and government sectors.
